This is for the laptop and HP charger only no Tech2 device. The screen looks a little dim to me, but I'm not sure if that is how these model's were back then, or its charger issue. I used YouTube channel weakest of weeks and he does a great job explaining how to get security access using GlobalTIS. I used this laptop to get security access for my Tech2 device.

You can buy a Dell laptop charger and the error should go away. The laptop battery is dead and does not hold a charge. TIS2000 is installed but I did not test any other functions than trying to get security access. TIS2000 security access did not work for me, but I was able to get using GlobalTIS.
